We'd like to be able to upload animated gifs to our articles in our content app. We'd also like to upload them as images to the home screen of the app.

I agree. I can see GIF on the attached picture but it's unfortunately not supported. It's not possible to add videos to widgets; a GIF can be a good alternative.
